Describe the task

~Question: is there documentation for which tiles should be available to each roles? Sort of! In miro we have a doc that says which roles can access which modules and features. There are some new roles e.g. cas_user, so we'll need another ticket in addition to this one to cover those.~

Make a decision on whether to manage dashboard tiles using:

• Individual JSON files per role Pros: Single source of truth for all tiles. Easier to manage tiles that need to be shared across multiple roles. Allows for complex conditions, making it flexible for role-based and state-based visibility. Cons: More processing required to evaluate which tiles should be visible.

OR

• A single JSON file with condition logic for role-based tile visibility. Pros: Simpler logic for determining which tiles to display for a role. Changes for one role do not affect others. Cons: Duplication of common tiles across multiple JSON files.

Acceptance Criteria

@patriciarussellCAS , now that we have the miro board table with roles, I think analyst IS supposed to see all the tiles (they just can't edit things under all of them). The question about how to manage dashboard tiles is still relevant, so if it works for you, I'll change this ticket to only cover tile management.

@shon-button , is the tile management high priority?
