Investigate why shipit is misbehaving for the cas-registration stacks

Shipit isn't automatically picking up commits from github for the cas-registration stacks. It appears to only be those stacks (CIIP/CIF/GGIRCS all appear to be working ok, but investigate that this is still the case). The cas-registration commits can be retrieved by clearing the git cache in the stack settings, but should be showing up automatically.

Try:

• Check that ciip/cif/ggircs stacks are still working fine & that it is only affecting cas-registration
• Try deleting and re-creating the shipit stacks for cas-registration
• Check shipit logs to see if there are any related errors or warnings
