Implement Nx monorepo

In order to work in a single repository more effectively and efficiently, we will implement the Nx monorepo tool. To avoid interfering with Registration work, we will start by implementing a new Nx monorepo next to the existing client directory (at the root level) where we will start developing the Reporting frontend and a common components library.

Acceptance Criteria

• [x] Nx monorepo has been started in the root
• [x] A reporting app has been created using Nx
• [x] A component library has been created using Nx
• [x] A single component in the component library is being imported to the reporting app

I left the "reporting app" and sample component to be very barebones. We can establish practices/processes once this is in.
