Identify common reporting errors

Let's make sure we learn from our mistakes! For both SWRS and CIIP, we've seen common data entry errors that affect data quality and CG staff's time.

Acceptance Criteria:

• [ ] Chat with Hanna about common errors in CIIP + how they mitigated them
• [ ] Chat with Brian Glater about flaws he's seen in SWRS
• [ ] Chat with R&A about common data entry errors in SWRS
• [ ] Chat with Dylan about data normalization in the ETL process
• [ ] Document these errors and mitigation strategies in Miro

Goal of ticket:

• Take stock of common errors and ways we've learned to mitigate those errors
• Create some documentation we can reference when building out the SWRS system to avoid making the same errors
