Split out shared Next.js parts into Monorepo for Reg & Reporting use

Description

We want to adopt Nx tooling as much as we can. As an integrated repository, we would be able to share Next.JS configuration and core components between the Registration App and Reporting App.

Requirements

• [x] Split out configuration into lib and import into reporting app
  • [x] Styling config
  • [x] Tailwind (+ postCSS) configuration
  • [x] MUI configuration
  • [x] Core colour palette/identity elements
  • [x] NextJS base configs
  • [x] Typescript/Eslint
  • [x] Shared assets (images, etc)
