What exactly is our vision for the Reporting app? Let's find out.

Acceptance Criteria:

[x] Plan & set up board for product vision
[x] Collect past vision statements
[x] Schedule a time to go over product vision
[x] Review DST product vision
[x] Review BC-ERS product vision
[x] Draft rough product vision for Reporting (incl. what it IS and what it's NOT - and what its goal is for both internal users & industry)
[x] Loop in program area for feedback (SMEs & Program Area)

Goal of ticket:

Start to solidify what the reporting app is and what it isn't
