Describe the task

We need to determine how navigation will work between the different forms of the report.

Blocked by #126 Blocking #237

Acceptance Criteria

[x] A navigation pattern
[x] A rule to determine the URL of each form of the report
[ ] third

@Sepehr-Sobhani reasonably pointed out that we should use kebab case (or dash-case or hyphen-case) to stay consistent with the rest of the app. Back to in progress
