Finalize editing report workflow

Describe the task

We need a UX flow for what the process of editing a report and updating it looks like. It may require the need for showing a summary of changes or updates made, versioning, tracking changes and an 'Edit button. A solution for editing also exists in Registering.

Acceptance Criteria

• [x] Check with Moose about registration's solution
• [x] Create designs exploring the entire flow
• [x] Review with devs to identify any technical constraints
• [ ] Refine solution

The flow was refined, but we need to finalize some things with John and technical constraints need to be worked out with devs.

• How can the BA flag things to the user?
• MVP: the user is told to update things based off outside communication with BA
