Add Functionality for "Sync Latest Data from Contacts" Button in Person Responsible Page

Describe the task

When the user clicks the "Sync Latest Data from Contacts" button, they should see a list of updated contacts retrieved from the registration system. This feature will provide the most current contact information for the user to select from.

Acceptance Criteria

Given that I am an Industry Reporter, When I click on the "Sync Latest Data from Contacts" button, Then I should see the updated contact list in the "Select contact if they are already a BCIERS user" dropdown.

• [x] Implement the "Sync Latest Data from Contacts" functionality.
• [x] On click, fetch the latest contacts from the erc.contacts.
• [x] Display the updated contacts list in the "Select contact if they are already a BCIERS user" dropdown field.
