Re-prepare user roles for user story mapping #66

Let's get our user roles ready for user story mapping.

Acceptance Criteria:

[x] Review existing user roles & table
[x] Make a copy and update to have a clear reference for user story mapping
[x] Add rough user profiles for context for new team members
[x] Add sample 'job roles' to each profile for easy reference
[x] Validate with SMEs
[x] Create a list of open questions for future exploration

Goal of this ticket:

Have a digestible version of user roles + profiles to easily refer to when doing user story mapping

This work can ben found in the Reporting board under 'User Roles' (section 6), in a board titled "For User Story Mapping (Jan 2024)"

@patriciarussellCAS I have added the job titles to each profile, putting this back in Pending PO :)

Update: Met with SMEs and made minor tweaks based on feedback provided, created a list of open questions next to the User Roles board for future service design work
