As a developer, I want to generate an application with the express, postgraphile, next, relay, react stack

The template app generator should scaffold a base app with the ggircs-team's tech stack.

AC: The yeoman generator should generate:

• [x] an express server using nextjs 11 (with SSR)
• [ ] a react 17/relay 12 app with
  • [ ] one login page (non authenticated) that queries for the session (in the pages folder) and a default layout
  • [ ] one landing page for the administrator user group, with a "card" and a link to the users table
  • [ ] one admin/users page, visible only by a logged in administrator, which displays the list of users
  • [ ] client-side redirection for pages
  • [ ] a user profile/logout dropdown
• [ ] a package.json file with the scripts to build, test and run the app
• [ ] e2e test with cypress testing the login and users page
• [ ] unit tests with jest in the tests/unit folder

@LindsayMacfarlane I think that this should be unscheduled and moved to the icebox, with the rest of the epic, having an app template is not a priority as the moment, as we should just focus on the CIF application work
