Description

This PR includes the following proposed change(s):

• Updated Scraper to send PATCH requests to API (to not add additional points of db access)
• Created Dockerfile for Scraper
• Updated Docker-Compose to scraper can be platform agnostic across dev team (and seed their development databases)
• Updated Scraper to add {serviceType: 'ServiceBC'} to entries, to help with scability of API
