For the sake of this screenshot I removed 70% of the services that were listed

This PR includes the following proposed change(s):

An all new Utility folder is created hosting a python web scraper
The webscraper is designed to help maintain the database since there is no (known to us) API storing and holding data about locations
This webscraper is one piece of a total puzzle, later further automation will be added to upload/update the mongo database at a later time
It scrapes BC Services, it uses the positionstack api to gather further information, and scrapes google search results to get the postal code.
it spews out ~3,705 lines of JSON
