More helpful message needed when login is required for access #363

To view this page https://catalogue.data.gov.bc.ca/dashboard/organizations Users are required to first login. When not logged in a 404 is displayed. Please replace the 404 with a add a 'Please log in to display' message. @dkelsey if there are other similar pages you know of, please add a link to them here.

@kfishwick rather than adding this to 1.7 we're thinking we could add this to 1.6 (currently in test) or create a 1.6.7 minor release. If there are any other minor fixes you're working on we could also move them to a 1.6.7 release.

This seems to have been addressed somewhat:

However, we should change "Not authorized to see this page" to "Please log in to see this page" (as originally specified.

Could "Please log in to see this page" be misleading? I think "Not authorized to see this page" is a better response when a user is not logged in.

This message is hardcoded in core ckan, and may be best as is, per convo with Dave and Mike

@mdunhamwilkie can you determine if this should be dropped? I believe if we do UX and users indicate this is a problem then we will look at a better solution. Also should check to see if the next version of CKAN enables this to be edited.
