The resource URL or File is mandatory but it does not have a red asterisk #366

In addition to fixing this small UI issue ...

If no value is supplied the default value could be "http://apps.gov.bc.ca/notice/edc/faq/" = which basically just says this is just a metadata record - contact the the contact if your require access to the data.

split ticket to two ... place red asterisk and resource URL needs to have a default. Or look at what required user behaviour should be.

Core issue is when resource URL is restricted or limited in access in some way and cannot be provided.

@mdunhamwilkie it's pretty simple fix. Add asterisk right? I don't think adding a default is a good idea, people search for data to get data. Maybe need to check that the field is actually mandatory by function.

We should address this as part of the UX study - adding resources to a dataset
