Search facet 'other' is incorrect after activating 'shp', 'fgdb' and 'e00' #506

ENV

PROD, CAT, CAD

TESTCASE

navigate to the Dataset default search link
activage (click) the following facets:
- shp, fgdb, e00

EXPECTED

the other facet will have the same dataset count as the other facets.

ACTUAL

in PROD the other facet only has a count of 21 and not 1817
in CAT the other facet has only a count of 7 dataset and not 2179
in CAD the other facet is not listed.

This issue exists in PROD already.

"other" seems to refer to cases where the POW has been configured directly (as opposed to a MOW-POW switchover). Putting this on the back-burner until we've finished with the POW conversion,.
