Enhance User Experience by providing in-site access to help pages

As an editor or user of BCDC I need to be able to access the help information so I can effectively complete my work.

DOD:

• Create an access pathway from the catalogue to the help information
• Create a page with links to FAQ type information to help users with the most common problems.
