Consider using URLs that contain both the slug and permalink code #601

Rather than having two different URLs for a dataset, e.g., • mnemonic version: https://catalogue.data.gov.bc.ca/dataset/university-of-victoria-aquifer-stress-evaluation • permalink version: https://catalogue.data.gov.bc.ca/dataset/17ffdf71-28f3-4a65-bba2-134622b50e8f

can we combine the two, like as been done here:
