BCGW distributions resource links should be broken out into specific distribution types. #603

As a user wanting to download a distribution of a BC Geographic Warehouse object,
I want the ability to download a specific format with as few "clicks" and possible
so that when I want a specific distribution format, such as shp file, I can click a link and order the data in that format.

I asked the vendor that developed the POW, AGAIN, if there was an API to access the list of resources....and suddenly one materialized 😡

I don't think we have enough time/money to use this.

It was suggested that we use the API to

just in time, determine available Format Types, and add these as resouces crazy idea.
