Investigate BCDC data resource applications used #636

User Story

As a ScrumMaster I need to understand the volume of data resources using different download options to better understand the amount of work required to create a consistent user experience, better troubleshoot the chosen download method and better prepare for DWDS UI retirement. I am aware that if the old DWDS UI remains active that there are data configuration steps that create uncertaintly about correct configuration for the download method I wish to use.

As a user of the catalogue I would like one single interface to select and configure downloadable data. I would like to use the latest version of the application and be able to encounter this method each time I access a data download.

*I open different data resources for download and get many different experiences regarding workflow and or download interface. Old DWDS UI, POW, client FTP sites, direct download.

*When downloading (at the very least) a BCGW data resource I am receiving the POW (persistent order widget).

Currently there are 4 "BCGW distribution system" experiences, plus the ones for non-BCGW resources that are on ftp sites, external websites, etc.

It used to be that the only download audiences that could be specified were Gov, Public, or Named Users. This caused confusion when the audience was advertised as, say GOV, and you were then shown the FAQ page. For this we're adding "Not downloadable" as one of the advertised download audiences.

The old UI - configured datasets will all be reconfigured to use the POW.

It remains to be decided on whether we will use the current POW approach (just one resource) or the MOW-POW approach (several resources). Annika has suggested an approach taken by the open vancouver site where all the possible formats are shown on a single line - see https://data.vancouver.ca/datacatalogue/municipalElectionResults.htm

Whatever we decide will be used for all geographic datasets. That still leaves the question of whether we continue to have different download experiences for datasets in the BCGW than datasets in the datastore.
