BCDC Content Dataset Resource Output - data doesn't match #672

User Story

As a person wishing to download and consume dataset record information from the BCDC,
I want to make sure that the data shown in the resources of https://catalogue.data.gov.bc.ca/dataset/bc-data-catalogue-content correctly represents current state catalogue data
**so that I can rely on the API call of the catalogue's content to disply through my apps and web resources to my clients and staff.

*When I open the webservice csv resource I see a list of 69 datasets. This should represent the same amount on the live catalogue site.

EXPECTED

*When I open the webservice csv resource the dataset number in the resource matches exactly the number of webservice csv datasets in the live catalogue.

ACTUAL

*The csv for webservices shows 69 datasets and the live catalogue shows 29 public, 30 overall. not sure if Applications are or should be included in this, but that shows 31 public and 110 overall.

Note, the BC Data Catalogue Content dataset resources were last updated in 2017!! This is supposed to be a nightly update cycle.

look to updating dataset and use BCGW data export.
