Configuration of download resource location - Old DWDS UI to BCDC POW #673

User Story

As a a data downloader of bc government data,
I want to download my data sources through the BCDC dataset resource through clicking the "access/download" button and launching the POW popup download interface instead of being directed to the old DWDS UI
**so that I am using a well maintained and supported download interface that is compatible with my needs and keeping up with technology.

TESTCASE

*I want to test a download workflow in the BCDC using any dataset that consumes the WHSE_FOREST_VEGETATION object. When I do (spreadsheet to follow) many dataset resources send me over to the old DWDS UI.

EXPECTED

*Any time I want to use a download service that I am directed through to the POW no matter who I am or what resource I am downloading (of course configured for download).
