Manage BCGW Resources Button doesn't work when cloning from another record

TESTCASE

• using Chrome
• opened an existing metadata record [https://catalogue.data.gov.bc.ca/dataset/historic-trail-features-of-british-columbia]
• cloned the record by pressing the button at the top right of the record
• Updated the title and the object name to reference the correct dataset
• Clicked 'Save Dataset'
  • this sent me to the Add Data part of the Create Dataset page
• Clicked the Manage BCGW Resources button

EXPECTED

• OFI Resource is present... window

ACTUAL

• Nothing. No window, just nothing.

@BrandonSharratt or @jachurchill , please check if this is still an issue. It may have been fixed by last week's rollback.

I have looked into this a fair bit now and there is no clear reason why this is working the way it is, this is potentially a good example of why we should dive into the new UI as we could write this functionality to do exactly what we want.
