"Next: Add data" button works unexpectedly when adding resources to an existing geographic dataset" #704

Like https://github.com/bcgov/ckanext-bcgov/issues/641 but occurs when adding an additional resource to an existing geographic dataset.

Test Case

ENV

PROD, CAT, CAD

TESTCASE

Navigate to an existing geographic dataset (e.g., https://cat.data.gov.bc.ca/dataset/test-public-download-configured) and enter edit mode
press the Next: Add Data button

EXPECTED

Should be navigated to the page where you can define a new resource (e.g., https://cat.data.gov.bc.ca/dataset/new_resource/test-public-download-configured)

ACTUAL

Get taken back to the original page, with edit mode exited (e.g., https://cat.data.gov.bc.ca/Geographic/test-public-download-configured)

@mdunhamwilkie this is the same as #681 can we close as duplicate?
