DN - DPDD ADM Cloud Service Order #236

Describe the issue We need signoff from the ADM for DPDD to place workloads in AWS and place the second and third service orders. This note will include a risk matrix that will speak to the identified risks and the proposed mitigations.

Which Sprint Priority is this issue related to? The 'Milestone' should clearly list Sprint Priorities - which one is this issue related to?

Additional context Emily is developing this note in collaboration with Paul. Paul is leading the development of the risk matrix.

Definition of done DN to be approved by Gen.

First draft has been sent to @glam-bert - will be meting this afternoon to discuss and update as needed.
