Monitor Firewall Manager for basic health

Describe the Issue APrivate Zenhub Image s a cluster admin I want to be notified if the firewall manager is unhealthy so that workload traffic is not disrupted.

Additional Context

• We don't know how to monitor the firewall manager health. this needs some investigation
• We define healthy as able to communicate and install policies on the firewall gateways
• This is the first step to monitor and manage the health of the firewalls we will create more tickets going forward.

• Create a cloudwatch alarm that fires when the firewall manager is unhealthy
• Notify RocketChat and MS Teams when the alarm is triggered

Functionality has been demonstrated to the relevant stakeholders (where applicable). Story has been scheduled for a Sprint Demo/community update and impacted teams invited to the Demo. Stories accepted by PO and documented for potential sharing with impacted users.

• Release notes = aspirational goal of providing a bulleted list of features and changes that our users can touch. Was going to store them in our Cloud Pathfinder repo. Can also display to users in the CU

health check can rely on snmp v3 or respond to ping. or, cloudwatch metrics with sns notification
