Create platform admin role for GCP #2688

Describe the Issue Current admins have super admin role, which is really only appropriate for break glass purposes. Need to developed a reduced scope set for general use.

Acceptance Criteria

[x] Review current admin general use
[ ] Determine permissions for a new Admin role for assignment
[ ] Review new role with Admins
[ ] Test out use

Have started documenting out permissions for each separate admin role type in GCP to figure out which are most appopriate.
