Problem: Billing alerts in AWS are not ideal in the form, not clear from the first look and also sometimes will be sent all at once if the budget is reached too quickly, or set under current spend.

This ticket is to describe the problem and can evolve into solutions as we refine them
Acceptance Criteria
Potential solutions:
[ ] Create our own email alerts and disable AWS spend alerts
[ ] Add a point to discuss during onboarding about billing alerts
Deprioritizing from "High Priority" due to the amount of effort required for that ticket. Need to evaluate impact and level of need before committing resources.
