Add admin contacts in list to the quarterly billing report

Describe the Issue This ticket is a result of a meeting with Rosemarie, Catherine, Abibat, and I about the current state of the quarterly billing reports. Rosemarie wants a list of viable contacts to send the quarterly invoices to as expense authority may change ministries and leave our contact information out of date.

Acceptance Criteria

• [x] New column on the quarterly billing report listing all admin names related to any project set with the account coding
• [x] New column on the quarterly billing report listing all admin emails related to any project set with the account coding
