Lighter Project Set - Provisioner update

Describe the Issue As a Ministry Team, I want a light project set, so that I don't need to provision a full project set including Dev/Test/Tools/Prod when I only need a simple instance such as S3 bucket.

Additional Context We can add accounts, we can't remove accounts. Small workloads are rather commonly asked, and often in these cases, the full project set deters teams from provisioning, while they still have their need. This current state doesn't promote the use of Public Cloud within our tenancy and landing zone for those cases.

App dev team is working on the frontend work.
