Billing/budget Emails - Update subject line with project information #2859

Describe the Issue Update the format of budget emails so that they include identifiable project information and reduce customer confusion

Acceptance Criteria

[ ] Update format to include project licence plate + environment (Dev/Test/Test/Tools).
[ ] If possible: Activate on the day project set usage count resets (ie. 1st of the month if it resets on the first).
[ ] Target March 1st
[ ] If possible, include the link to the Registry and a message that budget thresholds can be updated there.
