Describe the Issue To utilize the ECF Overlay stack as the CI/CD

Additional Context

To be able to integrate and deploy Jump Server to ECF Forge, Assembly, or Live
CI/CD

Acceptance Criteria

[ ] Working IaC code
[ ] Accessible by Fleet Manager

It should be already covered by overlay layer as per Dev Squad. But, I need to learn how overlay works and how to integrate the change into overlay layer.
