Generate a Quarterly Report for a Project Set that is About to be Deleted

Describe the Issue When a project set is closed the records of all charges associated with those accounts are also deleted. An example of why this is an issue is say a project set is closed March 25th and the Quarter ends March 31st. That will absolve almost three months of charges for the respective product team. The cost is then placed on the Cloud Platform team and no reconciliation can be done. This ticket proposes that a report is generated for the quarter before the project sets are closed, and then stored in an available location until the day the information is needed.

Acceptance Criteria

• [ ] Generate a report from the beginning of the current quarter to the present date that the project set is being deleted.
• [ ] Store the report somewhere that can be accessed at the end of the quarter, or send it in an email to respective parties.
