Describe the Issue Preparing to open a US secondary region to enable services not offered in Canada.

Additional Context Add any other context, attachments or screenshots

Acceptance Criteria

[ ] Meeting to discuss what region to use (probably us-east-1 as it is the "Global" region)
[ ] Meet with AWS
[ ] Document decision points (Security, SCPs, etc.)
