Enabling Root Owner Access within the team and documentation on how to use it.
Additional Context
As owners of the landing zone and the Azure space for BG Gov, the Public Cloud team needs a consistent role based access to the Root Azure tenancy. We need Product owner, operation manager, and director, to have the ability to delegate access to other team members for business continuity. We also need a documented procedure on how to use the PIM Access and when it's appropriate.
Acceptance Criteria
[ ] Provide Root ownership access to PO and Dir.
[ ] Document how to elevate and delegate access
[ ] Document when and how to properly delegate accesses.
