Update LZA Config files - Provisioner for account creation

• [ ] Crete a Github Action CI/CD workflow that creates accounts / Adds accounts to the config repo and triggers the pipeline
• [ ] Make Sure the Workflow only add's accounts and not remove them accidentally and include a fail safe check to see if the accounts that we are trying to add already exists
• [ ] Test the workflow
