Deploy BC Gov LZ2 (the GC version)

Describe the issue BC Gov wished to test the Government of Canada's (GC) Enterprise Landing Zone (LZ) with all the extra components that come with it.
BC Gov has an existing LZ called LZ1 that is the lightweight LZ we are evolving away from. LZ2 is intended to be the GC version, deployed to a test BC Gov account.

Which Sprint Priority is this issue related to? The 'Milestone' should clearly list Sprint Priorities - which one is this issue related to?

Additional context AWS is willing to call this work "Solutions Architecture" even though it falls on the edge of Professional Services (ProServe) because as long as we run the deployments, they classify this as just helping us. If they perform the deployments, we must pay for this work.

Definition of done

• Run the Infrastructure as Code from ideally the BC Gov private repo dedicated to LZ2
• The code must be documented or simple enough that we or our successors can come back and make sense of what we did
• DOD is only that initial run happen, AWS will help us after with any fine tuning

LZ2 account created and warmed up.

Service order to increase sub-account amount in order to handle GC LZ. Likely end of next week.

We don't have code, but the LZ2 is partially up. Keycloak integration to come later
