Allow techdocs to publish to the prod site.

Currently, it will only publish to the dev site. This change will allow the docs to be published to the prod (mvp.developer.gov.bc.ca) site.

Can this change be merged please? Once it is merged, please run the workflow as that will publish the docs to our prod S3 bucket. Thank you!

Hi Monica, we are just finalizing the file structure and making a few more changes. Should be merging it soon!
