Features

Modified previous seed branch into a migration
Created new Github action for dead code (knip)
Removed deprecated code knip found
Created prisma transaction handler for upcoming BCTW ITIS patches
Added back missing primary key for xref_taxon_collection_category (mistakenly dropped in previous migration)
Updated Makefile to run actions locally
Added Github action for checking Critterbase migrations/seeds etc

Testing Notes

Should insert the measurements in the xref_taxon_measurement_qualitative / xref_taxon_measurement_quantitative + options tables
