Replaces critter.sex with critter.sex_qualitative_option_id, a measurement option foreign key referencing the qualitative_option_id table)
Removes references to the sex enum

Supports the addition 'sex' to the create/edit animal form in SIMS: https://github.com/bcgov/biohubbc/pull/1359
