FCBC update requests - DATABC-1891

Updated the notice of work mines layer to be: https://openmaps.gov.bc.ca/kml/geo/layers/WHSE_MINERAL_TENURE.HSP_NOTICE_OF_WORK_PA_POINT_SV_loader.kml

Also added outline layer from the following KML to the top of the mines folder: https://openmaps.gov.bc.ca/kml/geo/layers/WHSE_MINERAL_TENURE.HSP_MJR_MINES_PERMTTD_AREAS_SP_loader.kml
