React components v0.1.4 #474

This PR bumps dependencies and represents a release of v0.1.4 of @bcgov/design-system-react-components. This version of the code is available for testing on the next tag on npm: https://www.npmjs.com/package/@bcgov/design-system-react-components/v/0.1.4-rc1
