Allow different output formats in dump and overlay functions. Defaults to "GPKG" (#30)
Adds back in some critical fields I accidentally removed fromsources.csv (layer names for Great Bear polygons and CARTS)
Adds cleaner layer name parsing/detection (only looks to the layer_name field if >1 layer in the file
Adds to WHA queries so as to not include polygons which are not legal boundaries (they are greatly inflated from the actual legal polygons to mask locations of sensitive species)
