This implements many changes, notably those in the v0.1.0 milestone.

• Adds a few more layers and fixes the categorization of one (Forest Rec Sites)
• More robust to invalid geometries and other issues
• Adds the option to output a layer with all input shapes retained (i.e., overlaps not removed)
• Adds helpful attribute information to output layers
• Python 3 compatible
• Friendlier and more robust configuration through the designatedlands.cfg file
• Better documentation
• More efficient and robust downloading of source data
