Relative dates for data sources downloaded by bcdata #79

For datasets downloaded from the WFS by bcdata there is currently no way to specify the current date in a query (e.g., RETIREMENT_DATE > CURRENT_DATE) so must manually update the date query in the sources csv before each run.
