Please review updates to folder structure, governance files are now index files following new folder structure. I have also removed older and out of date pilots for EMDT.

There seems to be an issue with the test deployment, in relation to the Sidebars file at "/home/runner/work/digital-trust-toolkit/digital-trust-toolkit/sidebars.ts" @bblazicevic I'd recommend letting Akiff or Hannah have a look.

@bblazicevic I would suggest that the removal of deprecated pilots be in its own PR and scope this one to updating the PNG pilot.
