Proposed changes:

Change default TWU scoring
Allow admins to delete under review TWU opportunities
Uses new format for view counters, allowing detection of duplicates
Reading affiliations for archived organizations, allowing opportunities to read them for archived proposals
Read inactive orgs in CWU proposals
Refer to the opportunity for selected organization on a proposal review tab
Remove TWU banner
