Initial commit of web client artifacts #16

Initial installation of Angular so the repository has a (very) minimal web client in place for building out the pipeline

Added minimal dependencies and theming
Added minimal issuer module w/ routed pages (login, credentials, and issued)
Added initial resources for attaching to APIs

NOTE: PR only inserts a placeholder application that builds while the UX/UI is flushed so theming and pages can be built out
