Added language logic to footer
Added change event to toggle active language
Updated language lines
Added toast on issuance of credential (toast not themed yet so won't blend into the background of the header in the near future)

One tweak I think is needed in a subsequent update. In the both language sets, it should be "Français" and "English".

But the functionality here looks great.
