Porting over CAP changes #30

It looks like more than it is. I ported over a lot of new stuff for IBM and Azure that may be good for us to have in the future. Main thing is of course the params for eagle and eagle-demo. I tried to be careful with those and the review should focus the most on those two critical areas.

New environment is up and appears to be working with the new scripts.

I copied the EAGLE params and modified them to point at a sandbox and my fork and branch. I think this means that the EAGLE & EAGLE_DEMO params are good too.
